cannot build factories, and events not popping

This sounds awfully like a bug, but I could not verify it, so here goes.

I was civilising China, which I managed to do in 1941. Opium War still on. Suddenly the hordes of British Indians sneaking up through the Himalayas allowed entry by the traitorous Tibetans, could no longer capture my turf since they are now states. That is definitely an exploit, though could be explained by the fact that the Limeys cannot attack a fellow civilised country with such underhanded tactics... :rofl:

But that's not all. I realized that I could not build any steel factories. I could build ammo factories, small arms, artillery, and lumber mills, but could not build steel factory. Nor cement. OK, I thought there was a invention that needs to pop before I can build these factories. I waited. Nothing. I used event 24037 to give myself loads of new techs, among them Interchangeable Parts, and waited for Precision Works to pop. It never came. Then I realised that the only events/inventions that popped were

Naval Hero Thesis
Jominian Thoughts
Appoint Linzexu
Send letter of congrats
Opium trade eliminated
Brits declare war
McCormick's Reaping Machine

In that order.

Is this a known bug? What can I do to correct it?

Manually triggering events doesn't work particularly well, since the events that depend on the manually triggered event(s) don't seem to recognize it as triggered, and therefore still await it.

At http://victoria.nsen.ch/wiki/index.php/Industrial_Overview you can see which techs the various industries depend on.

If you say you can't built them do you mean they are greyed out or they aren't even in the list?

I'm in 1915 now with commerce and industry tech maxed out still automobiles nor airplanes nor electric gear is listed under built new factory.

For me they do not appear at all, meaning they're set to 'no' in the 'allowed_buildings' list in the savegame file.

For steel and cement factories you need to research Freedom of Trade.

I'm not sure manually triggering inventions works.....

Manually triggered 'events' are not recorded by the game, thus any inventions that have that 'event' as a trigger will not get activated.

I bought freedom of trade from the russkies, and I used the events cheat (24037 iirc) to pop the researches.

Well in my case it might be related to prestige. I went bankrupt early on in the game (-400 prestige or something). I think I read somewhere that low prestige may cause certain things too fire slower or something. Not sure if this at all is the cause though.
