Cannot change travel route to sea tiles

Description​

I'm trying to improve my legitimacy by going on a pilgrimage to Rome as the HRE leader with a capital in Isle de France. I wanted to ensure safe travel by using experienced naval captains and using a sea/ocean route to Rome but I cannot change my route to sea/ocean tiles

Steps to reproduce​

Play as any leader and try to change travel route by selecting sea/ocean tile and it will not work
