Cannot form companies despite meeting demands and prestige goods locked out after disbanding company.

Description​

I ran into 2 separate bugs on the same playthrough.

1. When trying to form some companies (United Fruit Co and Panama Canal specifically) I would meet the demands it normally requests, then it wouldn't let me create, as it created new demand: "Requires 5 Building Levels of any combination Sugar Plantation and Banana Plantation in a single State which is Privately Owned or Nationally Owned by USA and not owned by a Company (Currently 0)". This is despite me meeting the initial 5 level requirements needed to form the company in the first place, it doesn't seem to be recognizing ownership correctly.

2. When creating a company and going through the Prestige Good Journal Entry for it, if you disband the company, then reform them later, the company becomes completely locked out of the Prestige Good. Getting the Prestige Good back requires completing the JE again, but the JE won't show after being completed once.

Steps to reproduce​

For 1)

Playing USA, conquer Panama, then build the demanded buildings for United Fruit and/or Panama Canal. Then see the extra demands appear.

For 2)

Create a Company which has a dynamic Prestige good.

Complete the JE for getting the Prestige Good.

Disband the Company.

Reform the company.

Issue presents itself then.

I restarted to see if there was any more problems and I was able to get past the Panama problem, but not the United Fruit Co one just yet.
