Cannot manually pick sea tiles when planning travel and customising route.

Description​

When planning an activity, any activity I am unable to pick individual sea tiles for checkpoints when customising the route. The game does pick a sea route when I click on a land province that requires my character to go over sea but I cannot chang the sea route or pick individual sea tile checkpoints.

Steps to reproduce​

pick any activity, customise travel route, pick a sea tile, nothing happens
