Cannot pass law despite interest group in government supporting

Description​

Trying to pass Racial Segregation. Tooltip states two interest groups support the law - Petty Bourgeoisie and Rural Folk. PB are in government. PB have the Reactionary ideology, which means they Endorse the law. Cannot enact the law because there is 0% of success. Tooltip states this is because "No interest groups in government ensorses this law, nor are there any supporting political movements".

I see. Then the bug is that the tooltips are bad, because it doesn't make that clear anywhere.

Yeah, the tooltip definitely could use improvement to clarify the situation
