Description​

What the title says, the decision is unavailable if Toledo is your primary title.

Also, any de jure territory of the Kingdom of Toledo does not become a de jure part of the title you take the decision with.

Steps to reproduce​

Take the Establish the Kingdom of Toledo decision and, later, try to take the Unite the Spanish Thrones Decision while Toledo is your primary title.
