Can't annex Moldova

So, I'm playing the Grand Campaign as Russians, and I vazallised Moldovia in about 1500. My relations have allways been atleast +195. But in 1510, I can't still annex them politically! And not even in 1540... Where's the problem?

do you have a common border? I suspect not as you have a little country between you rwo: Poland-Liyhuania.

See you need a common border to diplo-annex.
