Can't annex other nation when playing as minor!

Playing as Helvetia, I declared war on Wurttemburg and proceeded to take control of the province. Neither I nor they had any alliances. But when I went to the 'offer peace' screen, it said 'Helvetia as LEADER of alliance offers peace to Wurttemburg as LEADER of alliance' and didn't give me the option of annexing Wurttemburg!

I tried another game, playing as the Palatinate and invading Thuringen and the same thing happened.

Is this a bug? Is this why AI minors so rarely annex each other?

Perhaps you forgot to put 'Forced annexation' option on? In the beginning of the game, where you select your country?

Two countries without any allies are effectively the leader of their 'alliances', so I don't think there's anything wrong with that part. You probably have forced annexation turned to off.

That could be, I didn't check - but I thought 'on' was the default setting . . .

IIRC off was the default. Ok, problem solved
