So my custom prison has been smooth sailing with 120+ max prisoners. I now have made a exclusive super max cell sector to introduce super max prisoners and wanted to assign max prisoners to their specific sector via the game's deployment. For no reason, new max prisoners can't be moved because there is "no free cell for this prisoner." This makes no sense because I have several free cells available as well as several beds available in the dorms.

Max Security makes up the majority of my prison so there's no reason he shouldn't be compatible. The majority of my prison is shareable between med/max security, with supermax having its own sector. I have no mods installed. Click link to see images of cell availability and sector deployment.

The only way I can get max prisoners into the cells is if I make the sector available to everyone (white). And because of this, super max prisoners are initially placed in normal sectors instead of the ♥♥♥♥♥♥♥ super max sector I created.

Very stupidly, the only way I can get supermax prisoners to be in the supermax section is to:
1) Send super max prisoners to normal sectors
2) Put them into solitary confinement in the supermax sector,
3) Change the normal sectors to min/med/max so the supermax prisoners can't return to their previous cell after taking them out of solitary, they now have to use the supermax sector cells.

What is the point of having exclusive sectors if they literally block off the prisoners that are assigned to those sectors? Can someone make sense of this?
