Can't build an Incan Navy

I'm playing the IGC and decided to be the Incas. I can't seem to build any navy or artillery even after I achieve the requisite level to do so. Is there a city size requirement as well or are the Incas just not permitted such modern marvels?

They are in the exotic tech group and have pagan relgion, that's the reason. To make these countries more or less playable, go to this URL
