Can't build subholdings or improve holdings.

I colonized Vaes Dothrak and now I can't build subholdings or improve holdings (build the next castle tier). When the Dosh Khaleen dies I lose that county to her successor. Is that working like it should or is that a bug?

All dothraki areas still need the spare holdings added, it is on the todo list. Dosh Khaleen problem is noted however, thanks.
