Can't build Wind Furnaces

Description​

Can't build Wind Furnaces as Kannauji in Deccan Region.

Steps to reproduce​

I started as Talakad Ganga duke in 867 and Wind Furnaces was enabled from start. But after succession I lost ability to build them. My heir is the same culture as his father and he is historical character (not custom ruler or heir). After that I tried new start as the same ruler and Wind Furnaces was enabled. So, the problem is with succession.

Thank you for your report! This is a coastal building. There should not be any option to build it in an inland holding at all from the start of the game. This bug is now confirmed and has been added to our database!
