Description​

I changed the game rules before selecting the game objective. But after selecting the country and entering the game, the game returned to the default rules

Steps to reproduce​

1. Select any Country
2. Change game rules.
3. Flags for Subjects to No Flag Changes
4. Disabled Dynamic Naming.
5. Start Game and check game rules.
