When the General Government puppet is at war with the Soviet Union the spy operations Make Resistance Contacts and every operation with that as a prerequisite can't be conducted.

Steps to Reproduce​

Play as Poland. After you capitulate wait for Germany to spawn the General Government and build a spy network. Wait until Germany invades the Soviet Union and compare the operations available before and after.
