Can't Conver't Betrothals into Marriages

Description​

I started the game with the new 19.1. version where the marriage cooldown bug had been fixed but after playing for a few hundred years now, the bug seems to have resurfaced and I am being told that "Arrange Marriage unavailable to you until...". This is strange because it has worked perfectly fine until now and has happened the second time now.

Steps to reproduce​

1. Start the the game in 867 and play a couple hundred years 2. Betroth underage characters and wait 3. Once they hit 16 and the notification pops up, try to convert it into marriage

Player character got tagged with a cooldown:

}

I removed that from the save file and was able to fulfill the betrothal.

It happens all the time now. I think it's when the AI offers a betrothal to me (underage), I get timed out for Arrange Marriage in general.
 
Yeah, there's no way around it because it applies when the AI sends you an offer. Since you're the recipient, you can't send a proposal to you. Ultimately, it completely blocks the arrange_marriage_interaction which the betrothal window relies on and deactivates "Arrange Marriage" from the right click menu. It would make more sense if it was a send_to_player_cooldown applied to NPCs.
