Can't create custom nation

So ive just subscripted on steam to get all the expansions

I try to create a custom nation, but no matter what i do, it just says can't create custom nation - no reason why

I've tried all the game option settings, turn off historical etc etc

Did you select "normal setup", "custom setup" or "random setup" in the "nations" field of the "custom setup" tab in the options(accessible via the options button at the bottom left of the single player menu. It is different than the "game options" button in the same menu which is the same as the "options" button in the main menu)?

If setting "normal setup" doesn't help, can you post a screenshot of the error message and of the custom setup tab of your options?
