Not to sound cliché, but first off, I love Lux Invicta. I actually prefer it over the Game of Thrones mod ;).

On to my problem, I am trying to create the Kingdom of Media in Persia and I meet all of the requirements, however when I attempt to make it, the create tab is grayed out. I understand this could be a bug, but if there's something vanilla that I'm missing it'd be good to know.

I've noticed that you need much more than 50% of de jure lands to make duchies and kingdoms.
 
this is a slight bug where I messed up in boolean logic (regarding nested NOTs acting as OR instead of AND ) , and should be fixed in the next version
