Can't create Panama Canal Company

Description​

Playing as USA, built Panama Canal. Won't allow me to create the company. Game says that I have 1 building of 5 needed. Figured it must have meant shipyards/mil shipyards/ trade centers, as those are the affected buildings. After building 5 shipyards in 6 provinces,( the company creation state kept changing, from New Jersey to New Hampshire to South Carolina to Oregon) it still didn't allow me to build it. Probably ending the run because this has been a massive pain. Still can't form Gold companies on laissez-faire, checked this run as well.

Steps to reproduce​

Build the Panama Canal as the USA with laissez-faire. Watch your company HQ jump to multiple states, chase it in vain to have no success.

Which I built 5 shipyards in the HQ state. Those are one of the three affected buildings. It had zero effect.

Do you have Laissez-faire enacted? If so, all 5 must be privately owned.

I do have it enacted, which is part of the bug I assume. The buildings are government owned, but I believe they are "marked" for sale to privatization. Since it is not actually privatized, it won't allow me to buy them upon company creation like some of the other companies, so it just puts them in limbo. This is what I posted about a ~month ago when it would not allow me to form a gold company.

Yeah, the current system under Laissez-faire is rather scuffed, as it is very counterintuitive.

Unfortunately, all I can do is post about it in the forums and hope it is resolved in the next patch.

Hi! It's not intended for companies to be that problematic to establish under Laissez-faire. Some adjustments are going to be needed and we logged the issue in our database, hopefully to be addressed with the upcoming major patch.
