Confirmed Can't do "Break Alliance with x" even though I have over 50 favors

Can't do "Break Alliance with x" even though I have over 50 favors

Description​

I recently bought Leviathan (i only own that and Art of War) and I'm having this issue: i can't use favors to make other nation to break their alliances. I will attach my save and a screenshot of the issue. In brief, if i hover the cursor on "break alliance" the tooltip doesn't appear and the button stays grey.

Steps to reproduce​

Load the save, go in the diplomatic tab of a nation and try to click "break alliance"

I did some tests when discussing this in another thread and the issue seems to happen if the Leviathan DLC is enabled, but not the Rights of Man DLC.
