Playing Austria in the Grand Campaign with v1.09 on Win-XP.

I can't DoW Bohemia... and it's been that way the whole game. The "Declare War" option is greyed-out, and the mouse-over-text says "You cannot Declare War until January, 0"

Year zero?

When I try to ally with a country that is already at war with Bohemia, I immediately CTD, with no error message.

I've looked at the save-game file, but can't see anything grossly wrong.

Any ideas or suggestions?

Have I hit a known bug (or known type of bug)?

... or is the patch just considered a bit unstable?

I've been out of EU for a while... Hearts of Iron has been occupying my gaming time.

Weird, you sure it's a clean 1.09 install without mods? I never heard about such a thing before.
 
Yes, it was Vanilla EU-2... I have never had any mods installed, not even Graphics mods.

I just completely un-installed and re-installed the game (original 1.0 release CD) and then patched directly to v1.09... and the problem has disappeared.

It must have just been a corrupted file or save.
