So for a while now I've had the problem that mods simply don't show up on the launcher, both when I download them from the workshop and when I download them manually. Downloading them from the workshop would even seem to bug out steam as it couldn't even start the download and the download therefor became stuck at the beginning.

To solve this I tried to do a completely reinstall CK2, removing the documents file and all as well. This seemed to work at first as it looked on steam as if the mod downloaded properly. However it turned out it didn't work. The game never created a mod folder no matter what I tried. Downloading the mod didn't seem to do anything. And when I tried to reinstall the mod the same problem as had happened before started again.
 
Known causes for this issue:

- you need to enable Steam Cloud Sync in two places, for the Steam Client overall and for this game in particular

- if you are opted in to a Steam Client beta version, you'll need to opt out into the public version

- you need to run the game at least once using the PLAY button in Steam, before using any desktop or taskbar shortcuts. This enables the game to make the documents/paradox/ck2/mod/ folder.

- make sure steam.exe and ck2game.exe are in the exceptions list for your antivirus app
