I actually found a workaround, at least until this is fixed by paradox. Copy one of the other .dlc files in your dlc folder. Rename the copy to dlc035.dlc. That might be enough to do it, but when I did this I also altered the contents of this file like so: I changed the archive = string to archive = "dlc/dlc035.zip" ; I changed the gamersgate_id = to gamersgate_id = "637" ; steam_id = "226670" ; and I changed name = to name = "Hymns of Abraham". Either way, doing this tricked my in-game store into thinking the DLC was improperly installed and so it gave me the option to reinstall, though it took an unusually long time to open the in-game store. I clicked reinstall, and the files were downloaded onto my computer!

That said, the reinstall button remained clickable, so it doesn't consider the properly installed files to be properly installed (nothing bad happens if you press reinstall again, other than wasting your time).
