I have tried numerous times to download the 1.06 patch without success. I realized I had a problem when I attempted to join a game with 1.06 and was rejected, my version did not correspond to hosts'. So, I hosted a game and asked 'Mars' to see what version I had and it was not 1.06. Tried to download again with same result. Uninstalled EU2, reinstalled and attempted patch download from Paradox; North American version. Didnt work. Did same but downloaded from Strategy First. Still no good. Any advice? I am having DSL installed and should be ready on March 11,2003.
 
I think you are expecting the process of downloading the patch (ie copying it from the Paradox server to your own hard disk) to update your game automatically (like NN for instance does). It won't, you have to apply it after downloading it by running it like any program from the directory you downloaded it into.
 
You should be asked for a destination directory before it actually starts downloading, are you not seeing that?

I think the default is the My Documents\download directory, depending on which Windows version you have.

Failing all else you can search the whole drive for the file name with Start - Search - files and folders. Then just double-click on it.
 
What OS are you using?

If you can't find the d/l patch, try *right* clicking on the link instead and chose "save target"...that way you should definitely get the choice of where to save it.

When I'm updating patches I'm usually lazy and save it directly on to my desktop, then apply the patch and then delete the d/l file.

Give that a try.
