As Designed Can't ebrace tribalism by moving capital to tribal holding

Can't ebrace tribalism by moving capital to tribal holding

Description​

Previously when I needed to go tribal again I would conquer tribal holding, move capital there and gave all other holding to vassals. After that "Embrace tribalism" decision would appear. In 1.16 patch notes it is noted "Made it impossible to relocate your capital to a province with a disabled holding", so what i did before no longer possible. I am not sure if it is intended behavior or change was made for some other purposes and affected the possibility to take embrace tribalism decision.
P.S. If it is intended change, the situation when you are feudal/clan and have only tribal holding (e.g. lost your feudal capital in war) is not likely to occur, so taking "embrace tribalism" decision would be kinda obsolete.
