cant educate

I was playing France and I had built a paper factory in paris.I educate a farmer to craftman but it dissolve!he wasn't educated to a craftman and he is not in farm yet!I can't find out himself in POPs list!The same thing has taken place in the other factories!

I think it's a bug.

It sounds like the pop you created was instantly merged with another craftsman pop in the same province. This will apparently be fixed in 1.03, where pops greater than 10K will not be able to merge.
