Can't find a couple of modding tools

Hi

Maybe someone can help me locate a couple of tools I can't seem to find anywhere anymore. The tools in question are the no population limit tool and the tool to edit technologies.

Also, if there has been released any other nifty tools during the last couple of years that I have missed, please let me know.

Yes, but I didn't spot the tech editor. o

I did find the link to the population limit patcher, but like you say yourself, the link was broken... but the guide will do just fine.
