I'm trying to find my saved games so I can edit them. I'd expect them to be in "C:\Program Files\Paradox Entertainment\Crusader Kings\scenarios\save games" but I don't see them. I can load them from within the game without issue.

Never had this problem before. Could this be related to running it in Vista?

I did. Well, shortly afterards, anyway.
 
I can see only two possibilities:
1) "C:\Program Files\Paradox Entertainment\Crusader Kings\scenarios\save games" is not the actual folder were your save games are. Do you have more than one installation of Crusader Kings? Try searching for Crusaders.exe and see what comes up. Or, right click on the icon you are using to start CK and check properties. Verify that the target is in the correct folder.
2) The issue is with Vista and files are for some reason hidden. Find the option to show hidden/system files. If it doesn't help disable that option.

BTW, I've never seen Vista and I'm just guessing that it is possible to do all that.

Both good guesses, but I tried already. Some variation of the second seems the most likely, although attempts to reveal the files have failed miserably.

I might add that Vista has been a real challenge from initial install. I am, for instance, unable to save edits to other files (such as dynasties.txt) without first moving them to another another directory. I heartily suggest that anyone else considering an "upgrade" put it off for a while. There is no first mover benefit.

I found this:
For example, take a legacy software application that attempts to write to a configuration INI file located in:

C:\Program Files\<application>\Setup.ini

Windows Vista automatically detects that you do not have permission to save to that location. Windows Vista then copies the file (if it already exists) to:

C:\Users\<your_account>\AppData\Local\VirtualStore\Program Files\<application>\Setup.ini

Windows Vista then allows the write operation to succeed at the new file in the VirtualStore folder. Subsequent read and write operations for that file will always use the file copy located in the VirtualStore folder. However, the application will continue to believe that it is accessing the Program Files directory (see Figure 4).

Sonova... That's it! Note that I've done several scans of the entire hard drive looking for "*.eug", and nothing showed up, but drilled down to the suggested drive and there it is. More Vista joy, I guess.
