I managed to form the Occitan Empire and the Carolingian Empire has fallen, so I wanted to try to form the HRE, but there are only five duchy titles under East Francia, so the decision won't become available. I think this is because Charlemagne never managed to take over saxony and distribute its land to East Francia. Can I accomplish this through the console?
