Cant fully upgrade mega art installation

I Cant finnish the Mega Art Installation Mega structure because i dont have whatever the 100 new weird purple resource is. When I click on it to upgrade it says "X Missing downloadable content" I've attached 2 screenshots.
I'm playing on Xbox console and I have All available DLC's and All Expanshion packs and I'm fully up to date with patches/updates. So is this a bug? Please help!

I mentioned it on Twitter yesterday. With only 2 possible dig doted you can never get enough?

And you can't get the achievement to build one or unlock Galactic Wonders if you build the art installation.

I hope Ancient Relics is coming soon. But this should be useable without the extra dlc?

no word yet either on a release date [we usually know a month or so ahead of time but I think Tantalus is mini busy fixing a bug on Xbox side of things where the game keeps uninstalling dlc]
