Can't get prisoner out of Queue for Drug Rehab.

I also posted about it on the Discord but that didn't go anywhere.

TLDR: I have just one drug addicted inmate and he won't do Drug Rehab but is clearly queued to do so. I can't find any reason why he wouldn't be able to attend, so I'm really stumped.

I feel like I'd need a dev to take a look at this, because I've pretty much exhausted every other resource at this point. I've attached the save if anyone wants to take a look.

Drug rehabilitation works very hard. It should be carried out periodically and this is really important
