Can't Get Started

After reading the appropriate section of the Europa Universalis manual, I loaded the program and tried to play the Tutorial. I tried to accomplish the very first assignment. After some struggle I figured out where the tent was. I clicked on the tent and saw the arrows related to recruitment of infantry, etc. However, no amount of clicking or pressing seemed to produce the result of actually recruiting anything.
HELP. What am I doing wrong?

Are there people to recrute?

It does work. Pause the game and take your time to explore the interface. it's fairly simple and straightforward.
