can't install 1.03 patch

I reinstalled Victoria to have a clean copy and tried to updtae it to the 1.03 patch. It refuses to be upgraded, it claims that it allready has upgraded the game to 1.03 but that isn't true.
I don't have any other copies of Victoria on my computer so I'm wondering what's causing this and how it can be remedied
