I am playing as the United States and have recently taken over all of China after taking it from Japan. I would like to liberate the whole thing, but the option to liberate them does not appear. I have set the end date for releasing them to 1964 and I did not see a requisite ideology to liberate them, so what is blocking me from liberating Nationalist China?
 
Are you absolutely sure you control all of N. China's required provinces? I once found that after conquering all of France as Germany I couldn't manually liberate Vichy because Italy had snuck in and snapped up three vital provinces, which I couldn't buy off them because they were "national provinces" of Italy. I fixed it by moving the offending provinces to the "extra" section in revolt.txt. Check to see if this might be your problem.
 
Yes, I am. That was my first thought as well and I checked it after it started happening. I just rechecked it now, and I do not think I have missed anything. I Unless they have a mandatory province in Tibet or Sinkiang, I hold all of China.
 
In vanilla, at least, Nationalist China absolutely requires these provinces:

1217 - Lianyungang
1219 - Nantong
1220 - Yangzhou
1235 - Nanjing
1236 - Suzhou

These are the minimum. All others are optional. Also, you should make sure that:
1) You have no cores on China.
2) Nationalist China does not (somehow) already exist.

However, if something else is the problem, then I have no idea what the problem could be.
 
Without a save it's just guessing what the problem may be. Please upload a save for others to look at, please compressit with winzip/Winrar/whatever first to keep filesize down.

What's the version and checksum of your Hoi2/DD/DD-A you are playing?
