first time trying to load the game.
purchased via Epic game store.
whether I launch from the Epic launcher or the .exe, the title/splash page appears, but then a browser window opens titled "Request for Permission | Epic Games".
Within this browser window I'm prompted to
"Use Europa Universalis IV with your Epic Games Account
With your permission Epic Games will:
Share your display name, language preferences, linked account display names, online status, and list of friends with this application.
Allow this application to display your online status.

There are Cancel and Allow buttons.

I do not want to share this information between Epic and Paradox. yet, when I choose the Cancel option, the browser simply closes and the game does not finish loading. It simply remains at the splash page. I can only close it via End Task in the Task Manager.

is this an intentional design choice?
 
By Epic - yes it is! It is the same with any commercial software - if you don't agree to the EULA you cannot use that software.

Please seek a refund from Epic for that game.
 
If you don't agree with any EULA, you won't be able to run any commercial software at all - Windows included! Up to you of course.
