Can't load save files cause DLC requirement of DLCs that I actually own

I can't load any save game, even a just new save game, The game thinks I'm missing 2 dlc, but the problem is that I own those dlc on steam. However when I check the dlc content on the paradox launcher, those 2 dlc don't show up.

Is this after starting the game from the Steam PLAY button?

Have you opted into any older game version in the Steam Betas tab perhaps?
