Can't play CO-OP

How can I play a co-op game? I am trying with a friend playing a LAN game, but we cannot choose the same nation.

Actually, it's an in-game option setting. When you host a game, you get to set the multi player options. One of those is to enable sharing of countries. Turn it on, and co-op play will be possible.
