When I choose the Tokyo campaign, I get this screen, no buttons to click, so the only option is to exit with ALT+F4. I have the latest patch (Steam version), all mods removed.

Looks like the Steam package didn't get through to you successfully. I think there is an option to verify the integrity of the files cache in the game Properties, you should try that out.
 
Are you on Mac or Windows?
I'm not sure how Steam handles DLC, but I think it does it a weird way. I would suggest to Delete the local content for CiM. It will remove all the files downloaded through Steam.
Then in C:/Program Files/Steam/steamapps/common/Citites in Motion, I would make sure there is no file left, especially not the tokyo.gs one.
Finally, I would reinstall the game through Steam, including its DLCs and I would be sure I have a fresh copy of the game.
 
Solved! I deleted tokyo.gs and tried verifying the files again. Steam downloaded the file again and it works.

Edit: @rcl_damsku: Just read your post, only the tokyo.gs file was corrupted, so I only needed to delete it.
