Can't play newly added provinces because they are considered a Republic

I have recently being working on a CK2 overhaul and made my first new province and accompanying titles (counties, baronies, and a duchy above it) but when I try to test it out the game says "Not Allowed to play Republic!" I'm not sure what I've done wrong because I never put anywhere for this province or any of the titles associated with it to be a republic. Does anyone know what I am missing? I'm pretty sure. This is what my history/provinces file for the province looks like

That file is why it shows up as a republic. The first holding is a city, which makes it the county capital, which is why its holder is assigned the Republic government.
