I found a sanctuary ring world with 4 minor races and hit malfunctioning implants on two of them. I sent my research ship into orbit and tried to research via the log and by clicking on the anomaly icon but the research ship enters an endless loop of starting and stopping research animation and no progress is made. It failed after timeout.
