Cant research more tech Scandinavia

I'm playing a game as Sweden turned Scandinavia and around 1893 there was no more techs I could choose to research. It isnt that I've discovered all the techs there is still more for me to research in every category it is that I just can't. Also when I try to trade for techs it allows to to ask for techs as there is something there but when I click the tech from the provinces tech and claims buttons there is no there. Also France was offering me a tech for a claim but I couldnt trade for that tech when I asked for it and when France offered it, it showed the same tech 4 times in the trade window.

If you're playing 1.04 there are some techs that are not available before a certain year. That could be what you're seeing.
