Can't stack Baol artifact effect but still pay for it!

I used the artifact to get the planetary decision to make it a Gaia world. After the toner expired I used it again but I could only create 1 Gaia world, not the 2 I paid for!

3. What DLC do you have installed?
- All DLC

4. When did this start happening?
- used Baol artifact twice

5. Can you replicate it, if so, please explain how
- always so far

6. Does this happen on all saves or just specific ones?
- all so far

7. What steps have you taken to try and solve this yourself (reinstall, Google error code etc)?

i'm pretty sure it is not a bug and you have to enact the planetary decision within the 10 year window.

I thought it would work like the art monument. You can buy multiple and build them via decisions.

Would be nice if you could stack the Baol decision in the same way (got no other useful artifact).
