I have a related question: I'm playing as Japan (First paradox game/campaign!) and I'm manually running a convoy from Fukuoka to Tangshan that is supposed to carry oil and supplies, but despite the fact that I have more than 8,000 oil the convoy would carry almost zero oil and fill up 95-99 percent of its capacity with supplies, regardless if that particular convoy had 15 or 100 ships in it.
No, I'm not running seriously low on supplies and I have plenty of both oil and supplies in my capital storage.
So I tried running a second convoy with only oil to any other province on the mainland, but the convoy screen wouldn't let me pick another port there! (at least not until I had removed the convoy going to Tangshan) I also tried excluding supplies from the convoy altogether, but it would STILL not pick up a single unit of oil from the mainland stores. Meanwhile, my tanks, engineers and semi-motorized cavalry had to be excluded from the campaign.
So I turned on the automation feature and voila, I was supplied with oil again.
Two things I noticed:
- The AI elected to run two convoys from Japan to the mainland, to the depleted depot at Busan and to Tangshan. Both carried plenty of oil and supplies.
- When I played around with the convoys I noticed that the convoy screen showed that any convoy running from Fukuoka to Busan would be able to pick up 0/99 oil and 0/99 supplies. However, when I looked at the same screen running a convoy to Tangshan the resource counters read 0/0 oil and 0/99 supplies.
Why had Busan all of a sudden become the only possible province to run oil to? This is especially confusing since Tangshan was able to receive plenty of oil AND supplies earlier in the campaign.
