Can't upload mod to steam with the mod tool

I uploaded my mod to steam, but it didn't have a thumbnail. So i tired to update the mod to have one, but when it refused to upload it. So I deleted the mod and tired to re upload the mod. Now I can't upload my mod to steam. Every time I do I get a back mod uploaded with no files, no picture, or anything.
