I have a Q for you geniuses out there.

Can someone tell me whether the following scenario is the product of 1) hardcoding of the game or 2) an intentional act by the programmers (a feature so to speak) or maybe 3) a bug (I doubt this)

When a country (in my case Sweden in last game) captures a colony, either by annexation of the whole country or as a peace settlement, from another country (in my case Russia & Denmark), and that colony has not reached city status (that is it's a lvl 1-6 colony) and I then proceed to send my colonist to raise the colony to a full fledged city (700+ pop), if this is done w/in the 30year window of it's capture the new city is born w/a revolt risk % that is tied to it's nationalism... Clear??

example - I received the Kola prov from russia as a peace settlement, I think is was a lvl 1 or 2 colony - I then spend the next 5-6 years raising it to a full city level. It becomes a 700 pop city but with a revolt risk of 3%??? Logically, the colony has more Swedish citizens than russian citizens - heck, it wasn't even a city in the russian empire.

So why does the nationalism exist for the new city?

Any help would be appreciated - more curious than anything
 
nationalism is a setting on the province.csv file I believe, so when it hit city size the nationalism kicked in. There are some provinces in the game that have no nationism when taken over, africa as quite a few of those.

Is there anyway to change those settings for colonies that start the game under a countries countrol? If there is, could this be implemented as an option for a future IGC?
