Prior to 1.9.1 Caravan Masters could be given Council positions
as of 1.9.1 they can not.

Steps to reproduce​

Recruit Caravan Master via decisions.
Change any Councilor.
Caravan Master does not appear as candidate.

Hello! This is a design choice and not a bug. Caravan Masters can not be appointed to Council positions because Counsillors cannot become Caravan Masters. What you are referring to from before 1.9.1 was a bug that has already been fixed. If you have any questions about it, don't hesitate to ask about it on the main forum for the game. Have a nice day!
