If he was talking about Rome, he would have called it Carthage, not Tunis.

So, Rome & Tunis in the same period... The Ottoman's declared themselves to be the new Rome... The Ottomans fell during WWII... HoI IV announced !

What does that mean? Sorry, but I really don't get these american TV show references.  Same with any American expression or reference. :p "D'oh" seams really abstract to me. Does it even come from that serie, or did you do it yourself?

D'oh originated (afaik) with the Simpsons, as a slang 'angry' word to use instead of actual curse words. You could think of it as someone saying 'damn' or something like that. I'm not quite sure as to it's intended meaning in this thread though, but I might just be being dopey :).

Carthage is in some way ancient Tunis.
Carthago delenda est is a phrase from Punic Wars. It's abbreviated version of Ceterum censeo Carthaginem esse delendam which means "Futhermore, I consider that Carthage must be destroyed" which fits what Wiz said.
Definitely Rome II.

Because I messed up after which WW the Ottomans fell and feel an idiot !

It won't require much to steamroll this:

Meanwhile three costly wars and lots of lives were lost to bring this rich beast down:

That's it! Tunis Delenda Est! Victoria III is on the way.

Think of D'oh! as a verbal version of a faceplam.
