In the coastal provinces of the Caspian Sea, in the current SVN version, the distance penalty is not included in the build costs, resulting in this :

Far away republics are building trade posts in this sea. What is causing the lack of distance penalty here ?

I would guess it's because the Caspian is only connected to the ocean by major_rivers and a portage. I don't think distance penalty for trade ports is something in modder control.
