You can get produce a casus belli way too easily via assassinations in this game. All you have to do is try to assassinate someone in the country you want to attack, repeat until your assassin gets captured, wait for a day or two for your assassin to get executed (which almost always happens), and shazam! A Casus belli. You even are automatically on poor terms with the country you maligned, so no worries if you're in the middle of Gaul trying to beat up the Aulerci brethren. Only republics have problems with this, since state-sponsered assassinations are tough to pass early on. Yes, you suffer a reputation hit for your attempted assassination, but to be honest that makes so little of a difference in this game, when people are either going to automatically love you or hate you from the get go. To be honest I think the whole casus belli/reputation system is a poor fit for the Roman period, but for starters this exploit should be dealt with so I'm unable to unite Gaul in 15-20 years.
