I´ve just started playing EU and I wonder how I get Casus Belli on an opponent?

I´m playing Austria and would like to occupy Istria but loose to much stability because I do not have CB against Venice.......
 
There are several ways to get CB.

First, if the enemy owns your national province (look at diplomatic mode, your shields on provinces mean that they are concidered your national ones).

Second, if enemy declares trade embaro on you

Third, if they insult your diplomat (random event, never to the nation you really need:))

Fourth, if your ally dishonours alliance or makes separate peace (for 6 month)

Fifth, some countries have temporary CB against other countries (like France to Milan- until 1535)

But i'd say your best hope is to take that stability hit, or even better, diploannex Venice. Rule number one: you never get a CB when you really need it :)

Actually, about the quickest way to get one, especially vs. a trade-conscious nation like Venice, is save up about 6 merchants, and then dump them all at once in their CoT.

Sending all of their merchants flying out of the CoT will cause them to level a trade embargo on you, and there's your permanent CB, for as long as they have the embargo levelled against you.
 
The trade thing works particularly well on Spain, France and the Mughal Empire. It never works against Holland, and very rarely against Portugal, in my experience. I never tried it on Venice: I always play Western, colonising powers, and by the time I need a CB to annex Venice, the game is long since won and I already got bored and started another one :D
 
Thanks for the help but I diplo-annexed Venice last night and got a harbour....finally. The only bad thing is that after my annexation Turkey declared war om me and Cyprus, Crete and Korfu rebelled....
I´ll deal with it tonight.......
