CCTV is not clearing FOG OF WAR, PLEASE HELP!

I've recently started playing PA because of the prisoner transfer. Once I have installed the CCTV to my prison, they are moving and occupied by a guard, however, they are not clearing up the fog of war. I have connected them properly from monitor to cctv and tried vice versa, but no change. I also tried to reinstall the game and no change.

Please help. This will make or break the game. I really want to get back in the game.

No mods downloaded. I don't know if I properly send you all my saved game. I converted a .prison into a .zip.
